BUDGET
What does Turkish citizenship by investment really cost in 2026?
The qualifying investment is the largest line, but not the only one. This page lists the costs on top of the USD 400,000 property or USD 500,000 fund threshold. Build a realistic budget before you compare options.

| Cost item | Property route | Fund / deposit / bond routes | Notes |
|---|---|---|---|
| Qualifying investment | USD 400,000 minimum | USD 500,000 minimum | Official thresholds; the investment stays yours. |
| Title deed transfer fee | 4% of the declared value (market practice: paid by the buyer) | Not applicable | Charged by the land registry at transfer. |
| Valuation report | Required; licensed appraiser | Not applicable | Also used for the amount determination document. |
| VAT on the property | 1%–20% unless exempt | Not applicable | The exemption (VAT Law 3065, art. 13/i) applies only to a first delivery from the developer, requires the price to be brought into Türkiye as foreign currency, and is reclaimed if the property is resold within one year. Confirm current conditions with your tax adviser before relying on it. |
| Fund entry and management fees | Not applicable | Management fee typically 1%–2% per year; some funds charge performance fees | Which subscription, management, performance, custody and exit fees apply is set out in the fund's current issuance document, not this table. |
| Bank account, transfers and FX | Yes | Yes | Foreign exchange must be sold to the Central Bank; keep the exchange certificate. |
| Legal representation | Commonly 1%–2% of the investment or a fixed fee | Fixed fee more common | Ask for a written scope: purchase, conformity certificate, residence permit, citizenship file. |
| Translation, notarisation, apostille | USD 1,500–2,500 typical | USD 1,500–2,500 typical | Depends on family size and document count. |
| Government application fees | Approx. USD 500–1,000 | Approx. USD 500–1,000 | Residence permit and citizenship file fees. |
| Health insurance for the residence permit | Yes | Yes | Required for each applicant during the residence permit stage. |

Rule of thumb
Service providers commonly estimate USD 23,000–30,000 of taxes and fees on top of a USD 400,000 property purchase for a family of four, as of 2026; this is a provider estimate, not an official figure. Fund and deposit routes avoid the 4% transfer fee and VAT, so their additional costs are mostly legal, translation and government fees.
The qualifying investment amount and the official fees tied to it (title deed transfer fee, VAT conditions, government application fees) come from the cited regulations; every other range in this table is a typical estimate published by service providers in 2026, not a quotation or a government rate.
