The Turkish citizenship by investment process: stages from investment to decision

Short answer

There are seven clear stages: sell your currency, invest, receive the conformity certificate, get the residence permit, apply for citizenship, Ministry review, and the Presidential decision. Each stage has a named authority, and we guide you through every one. For funds, SPK even publishes its step times: 2, 3 and 2 business days.

The seven stages

Stage 1. Currency sale. Sell your foreign currency to a bank in Türkiye before investing (Regulation article 20(10)).

Stage 2. Investment. For property, this means the valuation report and TTB, the land registry check, fees, signing and the three-year note. For funds, you buy the units and block them at MKK. See our fund investment route.

Stage 3. Conformity certificate. TKGM issues it for property and SPK for funds. It is sent to the migration and population authorities.

Stage 4. Residence permit. A short-term permit under Law 6458 article 31(1)(j). See residence permit and citizenship.

Stage 5. Citizenship application. At the Special Joint Offices in Istanbul or Ankara, or at the provincial directorate elsewhere. You apply in person with the article 20(3) file.

Stage 6. Ministry review. The complete file goes to the Ministry of Interior (article 20(4)).

Stage 7. Decision. The President decides on the Ministry’s proposal, according to NVİ.

How long does it take?

Timing depends on each stage and on your file being ready. SPK publishes step times of 2, 3 and 2 business days for the fund certificate, and we keep you updated at every stage.

Where do I submit the citizenship application?

At the Special Joint Offices in Istanbul or Ankara, or at the Provincial Population and Citizenship Directorate in other provinces.

Who makes the final decision?

The President, on the proposal of the Ministry of Interior.
