Documents for Turkish citizenship by investment: a stage-by-stage checklist

Short answer
You collect documents in three stages. First, the papers for your investment (property or fund). Second, your residence permit. Third, the citizenship file. That file includes an application form, your passport, civil-status papers, a birth or registry record showing your family ties, and a fee receipt. Documents from your home country must be duly certified.

Stage 1: your investment
Property route. DAB (foreign exchange purchase certificate): the bank’s proof that you sold foreign currency. Required for foreign buyers since 24 January 2022.
Property route. Bank receipt for the payment from you to the seller.
Property route. Valuation report and Tutar Tespit Belgesi (TTB), the amount determination document. Both are requested online through WebTapu. The TTB is valid for six months. See the property investment route.
Fund route. MKK registry number, fund investment details, the blockage document and a passport copy for SPK. The fund papers are listed in the fund information file checklist.
Stage 2: residence permit
After the conformity certificate, you get a short-term residence permit under Law 6458 article 31(1)(j). NVİ says you must make the certificate, permit, permit card and citizenship applications in person.
Stage 3: the citizenship file (Regulation article 20(3))
An application form. NVİ uses form VAT-4.
Your passport, or a similar document showing your nationality.
A civil-status document. If married, a marriage certificate. If divorced, a divorce certificate. If widowed, your spouse’s death certificate.
A birth certificate or civil registry record showing your identity. If married, it also shows your family ties with your spouse and children.
Registry records of any close relatives who are Turkish citizens. The office prints these from its own system.
If your birth certificate has no day or month, a document completing the date, or a signed statement.
A receipt showing the service fee was paid.
Home-country documents must come from official authorities and be duly certified. Ask the application office which certification it needs for your country.

Where do I apply for citizenship?
At the Special Joint Offices in Istanbul and Ankara. In other provinces, at the Provincial Population and Citizenship Directorate.
What do my spouse and children need?
The file includes the birth or registry record showing your family ties, plus your civil-status papers.
Do I apply in person?
Yes. NVİ says foreigners apply in person for the certificate, the residence permit, the permit card and citizenship.
